A mass notification system - in the event of a power outage, storm, crisis, or other city wide event; a message could be sent out to all users via a number of different communication options that the user could select (SMS, Recorded call, E-Mail, maybe even Twitter) providing the users with a short description of the event and any special instructions/precautions that people should heed.

We should be able to track crime statistics by neighborhood on a phone app.
Have permanent infrastructure (e.g. dynamic signs, network, computers, ...) to give graphical real-time traffic directions to get around accidents, traffic, construction on major city roadways. This concept has been implemented in Japan.
Incorporate Google Moderator or similar system in order to pass questions from citizens through the web to council members during meetings.
